سوال: کاربرد ایونت های Form_MouseDown Form_MouseUp

سلام به اساتید عزیز !
میخواستم بدانم در چه مواردی و کجا از ایونت های Form_MouseDown Form_MouseUp

فرم استفاده میشود . به کدزیر توجه بفرمائید!
با توجه به کدهای فوق نتیجه ای حاصل نمیشود .
